Because NDR has a very high data rate that cannot be met by any integrated AOC cable. NDR has a data rate of 400 Gb/s, which is equivalent to 16 HDR channels or 32 EDR channels. The current AOC cables can only support 4 or 8 channels, so they cannot achieve NDR transmission. Therefore, NDR cables use a separate design, where each channel uses a separate optical module and fiber.
